Supported locomotive decoders

RailKernel implements decoder support through templates with two faces. One face describes the decoder CVs used for reading, interpretation and safe programming. The other face describes the locomotive functions, including their names, types and operating modes.

Function definitions remain configurable and can also be overridden for an individual locomotive. RailKernel is not limited to 32 functions and supports modern templates through F68.
